1) Welcome & Attendance a) Recognition of New Panel Members · No new panel members this season 2) Course Review & Decision Options: a) Anything we need to discuss before looking at the submitted courses? • Panel co-chair Mike Caparula asked about the impact of HB2170 - Article 100 of the PWR Act on the panel’s placement/prerequisite statements within the descriptors. (http://ilga.gov/legislation/publicacts/101/PDF/101-0654.pdf) The IBHE panel manager was not in attendance and the ICCB panel manager indicated he would need to check into what the law requires/limitations on community college’s prerequisites of placement exams. KCC (Mike’s institution) interprets the law as not allowing placement exams as a prerequisite for credit-bearing math classes, however others do not agree with this interpretation. The following information was provided to the IAI management team after the meeting: (a) On or before May 1, 2022, a community college shall use each of the following measures, as appropriate, to determine the placement of a student in introductory college-level HB2170 Enrolled LRB101 07409 AXK 52449 b Public Act 101-0654 English language or mathematics coursework and shall use the scores set forth in recommendations approved by the Illinois Council of Community College Presidents on June 1, 2018: (1) A student's cumulative high school grade point average. (2) A student's successful completion of an appropriate high school transition course in mathematics or English. (3) A student's successful completion of an appropriate developmental education or introductory college-level English language or mathematics course at another regionally accredited postsecondary educational institution. (b) In determining the placement of a student in introductory college-level English language or mathematics coursework, a community college shall consider the standardized test scores provided by the student for placement in an introductory college-level English language or mathematics course. In addition, a community college is encouraged to use the scores set forth in recommendations approved by the Illinois Council of Community College Presidents on June 1, 2018 and should also consider other individual measures for placement in an introductory college-level English language or mathematics course, as set forth in recommendations approved by the Illinois Council of Community College Presidents on June 1, HB2170 Enrolled LRB101 07409 AXK 52449 b Public Act 101-0654 2018, and the scores set forth in those recommendations. In its discretion, a community college may accept a lower score on individual placement measures or accept lower scores in combination with other placement measures than those set forth in the recommendations. No changes were made to M1903 and M1904 at this time but may revisit in spring ’22 after the panel has further information regarding the law(s) about prerequisites and placement. With regards to the M1900B descriptor, the panel discussed possibly removing the “more than one variable” and “integration by parts” clauses, but determined that stakeholders need to be consulted (e.g., ISBE requirements for Teacher Ed majors, university faculty, ISMAA, etc.) before removing these.
